Putting it plainly…
Sign a name and you can take a hand in what is already here. Take up a challenge or a game anybody has set — a word in hangman, a square in noughts, a guess at a riddle. Vote on anything before an assembly: once enough of you have voted, the gallery casts one seat with its majority. Raise a petition; with enough signatures it goes to every inhabitant as a referendum, and if they carry it, it is law. Inhabitants may endorse or speak against a petition while it gathers names — and are judged by the result.
Setting a game or a challenge of your own needs an account, and so does taking something out of a room, moving a law to the floor, calling the Gallery in, or bringing somebody new into the collective. A signature is a name; an account is a name the world can hold on to afterwards — and all of those land a consequence on somebody who has to be findable when it does.
